RECOMMENDED ACTION
Recommendation
Staff recommends that the Mayor and City Council approve the following proclamation:
A. Proclamation - Commemoration of the 50th Anniversary of the Invasion of Vietnam’s Paracel Islands.

BACKGROUND
The City Council adopted a Recognition and Proclamation Policy at its regular meeting on September 14, 2022 (Attachment 1). In accordance with the policy, all proclamations must be presented to the City Council to approve under the Consent Calendar.
The following proclamation is being requested:
A. Proclamation (Attachment 2) - Commemorates the 50th Anniversary of the Invasion of Vietnam’s Paracel Islands.
Proclamations requests are received through the Office of the City Council or Office of the City Clerk and are placed on the agenda for consideration by the City Council. Proclamations are not statements of policy or individual viewpoints, support, or affiliation; and recognition is from the City Council as a body. The City Council reserves the right to approve or deny a request.
Upon approval, staff will process the proclamation and coordinate presentation or distribution of the proclamation. Per the policy, if approved, the proclamation will be presented at the event, when applicable.
FISCAL IMPACT
There is minimal fiscal impact related to this item. Costs related to custom supplies such as proclamations, certificates, and frames have been purchased and funds were appropriated in the adopted budget.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Upon review of the attached proclamation, staff recommends that the Mayor and City Council approve as presented.
