On November 8, 2023, the City Council approved the establishment of the Measure Y Citizens Oversight Committee. To remain consistent with the City’s ongoing commitment to citizen involvement as a fundamental principle of good government, requirements are outlined in the Westminster Municipal Code (“WMC”) Section 3.11.130, to ensure specific citizen oversight and fiscal accountability as follows:

Bi-Annual Citizen Oversight Meeting. An oversight committee appointed by the City Council will convene twice in a yearly period to review and discuss the use of the revenue generated by the measure. City staff will also be available to meet with any group that requests a specific briefing with their members to discuss and answer questions about the revenue generated by the measure and its uses.

The committee will have the following responsibilities:

•                      Review the City’s audited annual financial report specifically related to the use of the funds generated through Measure Y.

•                     Review general fund revenue and expenditures related to the use of funds generated through Measure Y included in the City’s annual budget report.

•                     Report to the City Council regarding their findings following the review of the audited annual financial report and the annual budget report.

The committee will be subject to the Brown Act.

The recruitment opened in the City Clerk’s Office for 30 days following the establishment of the committee. The recruitment process included posting notices at various physical locations, publishing on the City’s website, and social media. The City Clerk’s Office invited the community to apply during community events and has distributed applications and informational flyers with a QR code linked to the City’s website.

Appointment Eligibility and Process

The Roles and Responsibilities of the Measure Y Citizens Oversight Committee are consistent with the disbanded Measure SS Citizens Oversight Committee. The structure calls for a board of five Westminster residents to be appointed by the City Council. Each Council Member will appoint one representative to the Committee. A member’s term in office shall continue in effect until the first of the following events to occur: the date the appointing Council Member take action to remove their appointed member from office, the date the appointing Council Member’s own term in office ends, or the date Measure Y terminates by its own terms. The committee members will serve at the pleasure of appointing Council Member and may be removed at the request of the appointing Council Member.

In accordance with the common practice for Commissions and outlined in the WMC, applicants are required to fill out an application and must be at least 18 years of age and a resident of the City to qualify for appointment. The City Clerk’s Office verifies proof of residency by contacting the Orange County Registrar of Voters or by verifying that the applicant has 60 days of continuous documents at their residency address, such as utility bills. The applicant is also required to read and sign the Code of Ethics policy. Upon verification and submittal of all required documents, the applicant is considered received.

The following applications are on-file and eligible for appointment:
