BACKGROUND
This item is being requested by Councilwoman Amy Phan West (District 1) and seconded by Council Member NamQuan Nguyen (District 4).
At the March 27, 2024 meeting, the City Council considered Item No. 5.6, “Approval of Out-of-State Travel for Remaining Council Members to Attend the Innovating Commerce Serving Communities (ICSC) 2024 Conference at the Las Vegas Convention Center from May 19 through May 21, 2024.” The motion to authorize Mayor Chi Charlie Nguyen’s attendance in addition to already-authorized Vice Mayor Kimberly Ho (District 3) and Council Member Carlos Manzo (District 2) was approved on a unanimous 5-0 vote.
Councilwoman Phan West, at the time, stated she voted “Aye” in the spirit of being a team player. However, after careful consideration after the meeting, Councilwoman Phan West is requesting to amend her vote from an “Aye” vote to a “Nay” vote. She states she is not requesting to reverse her vote because she does not want to be team player, but rather that she would like to emphasize the importance of allowing any council member to attend. Councilwoman Phan West states she respects the will of the majority of the City Council and is not requesting to attend this year.
However, Councilwoman Phan West expresses her disappointment in the Mayor’s statements made on the dais regarding Council Member Manzo and Vice Mayor Ho, that this may be their last opportunity to attend ICSC as council members, and making a negative assumption that Council Member Manzo and Vice Mayor Ho will not be on the City Council beyond their current term. Councilwoman Phan West states any council member should be able to go because they bring value to the conference, and not because it is their last chance or presumably will not be on the City Council.
As stated during the discussion in the previous meeting, Councilwoman Phan West reiterates that any council member who is willing and able to attend the ICSC convention should be allowed to attend, as it is a priority and obligation of the council members to engage in all economic development efforts.
