BACKGROUND
In October 2023, Westminster Police was involved in a high-speed pursuit of a stolen vehicle. The pursuit resulted in the apprehension of the stolen vehicle, but two police units were damaged in a collision. One unit was deemed a total loss; the second is repairable. Due to the difficulty in acquiring new police units, the decision was made to repair the damaged unit.
Repair costs for the City vehicle and its components are $71,769. This amount will be reimbursed by the City’s liability insurance minus the City’s deductible of $15,000.
The City currently has an open Purchase Order with Huntington Beach Bodyworks for the repair of City vehicles in the amount of $50,000. With this allocation, the Purchase Order would increase to $121,769. Because the purchase order exceeds $100,000, Council action is required even though the cost to the City is only $15,000.
FISCAL IMPACT
For the payment of the repairs, the following allocations are needed:
• Increase in the Revenue Budget for Account Number 58000-39069 (Motor Pool Fund-Reimbs-Other) by $56,769; and
• Increase in the Expenditure Budget for Account Number 58000-43090 (Motor Pool-Contractual-Other) by $71,769.
Funds for the payment of the deductible, in the amount of $15,000, are available in Account Number 58000-43090 (Motor Pool-Contractual-Other)
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Due to the difficulty in acquiring new Police units at this time, it was imperative to repair the damaged unit rather than replace it. The repair costs in the amount of $71,769 will be reimbursed by the City’s liability insurance, minus the City’s deductible of $15,000.
