BACKGROUND

On March 11, 2021, the American Rescue Plan Act of 2021 (ARPA) was signed into law to address the economic and health impacts due to the COVID-19 pandemic. The legislation allocated $130.2 billion to be evenly divided among the counties and cities based on population using the modified Community Development Block Grant formula. Each county received $65.1 billion; the allocation for the City of Westminster was $23.7 million.

The subject ARPA-funded projects were selected through various study sessions and ultimately approved by the Mayor and City Council in 2022 and 2024.

Hirsch and Associates, Inc. (HAI) previously completed multiple successful playground renovation projects for the City.  Staff selected this architectural firm for the subject projects based on their capabilities and best approach. HAI is currently under agreement for the design of an ARPA-funded playground renovation project at five parks in the amount of $99,475.

The scope of work for the subject agreements involves the demolition of an existing baseball infield for the installation of two soccer fields with fencing and sport lighting at Sigler Park, and the improvement of five baseball infields at Buckingham and Westminster Parks.

Pursuant to our Municipal Code 3.44, allocating funds over $100,000 requires the approval of the Mayor and City Council. Approval of the subject agreements would bring the total allocation of ARPA funds to HAI for the total amount of $223,935.

FISCAL IMPACT

Funding for the Engineering Design Services Agreements with Hirsch and Associates, Inc. for the subject projects is available in the following accounts:

•                     Account No. 48000-212311 “Improve Ball Fields at Buckingham and Westminster Parks” in the amount of $39,900

•                     Account No. 48000-212422 “Soccer Field Conversion Sigler Park” in the amount of $84,560

LEGAL REVIEW

The City Attorney’s Office has reviewed as to form.

CONCLUSION

The subject agreements will allow Hirsch and Associates, Inc. to design two new soccer fields at Sigler Park and renovate five existing baseball infields at Buckingham and Westminster Parks. Such improvements are much needed to provide a healthier lifestyle for our residents of all ages.
