BACKGROUND
At the meeting on June 28, 2023, the City Council authorized the execution of the Emergency Ambulance Transportation and Related Services Agreement with Emergency Ambulance Services, Inc. (EAS) for the FY2023-2024 (Agreement). The Agreement provides authorization for the City Manager to renew the Agreement for a second year, if the Ambulance RFP process has not yet been concluded by the end of FY2023-2024.
Under the terms of the current Agreement, EAS is obligated to provide two ambulances that are solely dedicated for the use in the City of Westminster. One of those ambulances is housed at Station 64 (Westminster/Olive), and the second is housed at Station 66 (Bolsa/Moran). In the proposed Amendment, EAS is requesting permission to house a third non-dedicated ambulance in our City. This third ambulance would be available for use in Westminster, but would also be allowed to provide services in other jurisdictions. The third ambulance is proposed to be housed at Station 64 (Westminster/Olive). In exchange for this privilege, EAS has agreed to pay the City $2,150 a month.
If approved, the Amendment would amend the existing Agreement to allow for the housing of the third ambulance at Station 64, and require the $2,150 monthly payment. The Amendment also includes language that gives the City authority to terminate the third ambulance on 30 days’ notice, and empowers the City to be able to ensure that EAS operations do not conflict with the operations or employees of the fire department.
If approved, the Amendment will take effect on May 1, 2024. The right to house the third ambulance will run concurrent with the term of the existing Agreement, and any extensions to that Agreement that may be approved.
FISCAL IMPACT
It is anticipated that the RFP process will be completed in approximately 12 months. Based on this estimate the City anticipates that it will receive the following revenue over the next 12 months, because of the approval of the Amendment.
