BACKGROUND
In October 2023, City staff applied for and received, an Energy Efficiency and Conservation Block Grant (EECBG). The purpose of this grant is to reduce fossil fuel emissions for services within the disadvantaged communities.
The City will be purchasing two Ford F-150 Lightning electric pickup trucks for approximately $150,000. This amount will be reimbursed by an EECBG voucher in the amount of $140,430. The remaining balance will be paid from the Fleet Vehicle Replacement Fund. The purchase of these vehicles satisfies the 2024 Advanced Clean Fleet EV Commercial fleet mandate for government and municipal fleets.
The City will piggyback on a formal bid conducted by the City of Ontario. The City of Ontario solicited bids in November 2023 and awarded the contract to Transwest Truck Centers on December 19, 2023. Staff contacted Transwest Truck Centers, and they are willing to honor the low bid pricing for the two new trucks.
FISCAL IMPACT
For the purchase of the vehicles, the following allocations are needed:
• Increase in the Revenue Budget for Account Number 58000-34294 (I/gvt State-Other) in the amount of $140,430; and
• Increase in the Expenditure Budget for Account Number 58002-581400 (Motor Pool-Equipment Replacement) in the amount of $150,000.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The purchase of these vehicles through the EECBG grant will help the City reduce fossil fuel emissions while servicing the disadvantaged communities in the city. The California Air Resources Board's Advanced Clean Fleets Regulation mandates government agencies to ensure 50% of vehicle purchases over 8,500 GVWR are zero-emission beginning in January 2024. The purchase of the two (2) aforementioned electric vehicles is the City's first step in complying with this State mandate.
