BACKGROUND
The subject project, which was approved by the Mayor and the City Council as a Capital Improvement Project for Fiscal Year 22/23, will rehabilitate Magnolia Street from Edinger Avenue to Heil Avenue. The City of Fountain Valley will also participate in this project to improve their pavement portion, less than 20%, on Magnolia Street. The City of Fountain Valley will pay its fair share, in the amount of $258,802 including the 10% contingency, to the City of Westminster after the completion of the project construction. The Mayor and City Council approved the agreement with the City of Fountain Valley on March 22, 2023 and the Master Agreement with the California Department of Transportation (Caltrans) for receiving the state funding on May 22, 2024.
The work will consist of:
• Construction of concrete curb, gutter, sidewalk, spandrel, cross gutter, driveway approaches, and wheelchair ramps with detectable warning surface (truncated dome);
• Removal and replacement of deteriorated pavement areas;
• Cold planning existing pavement & crack filling entire street width;
• Placing asphalt rubberized hot mix (ARHM) surface course;
• Adjusting storm drain manholes, sewer manholes, and water/hydrant valve covers to finished grade;
• Installing traffic signal loops, traffic control, striping, and pavement markings;
• Replacing faded signs and refreshing all curb markings within the project limits.
Per Westminster Municipal Code 3.44.120, the City Council shall adopt plans and specifications for all public projects requiring the formal bid procedure, pursuant to Public Contract Code Section 22039.
City staff has completed the plans and specifications, and the Public Works Director/City Engineer has approved the plans and specifications for the bidding. The engineer’s estimate for this project is estimated at the amount of $ 1,354,704 including the 10% contingency.
Advertising for competitive bidding and the bidding process will be done in accordance with the Public Contract Act and Uniform Cost Account Act. In accordance with the Procurement Policy, staff will return to the Mayor and City Council to recommend award of the contract.
The bid opening is planned for July 24, 2024, with the anticipated award date of August 14, 2024. Construction will subsequently commence in September 2024, with the projected completion date of December 2024.
