RECOMMENDED ACTION
Recommendation
Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, APPROVING MASTER AGREEMENT NO. 12-5338S21 BETWEEN THE CITY OF WESTMINSTER AND THE STATE DEPARTMENT OF TRANSPORTATION AND AUTHORIZING THE EXECUTION OF THE MASTER AGREEMENT AND SUPPLEMENTAL AGREEMENTS FOR FEDERAL AND STATE-FUNDED PROJECTS.”

BACKGROUND
The Orange County Transportation Authority (OCTA) 2021 Pavement Relief Funding (PMRF) Program was created as a one-time funding program to provide funding assistance to cities and the County of Orange for local streets, road maintenance, and rehabilitation projects. The City of Westminster is one of the local agencies being a recipient of the above program funds.
To receive the Federal and/or State funds for a specific program project, it is required that each local agency and the State of California, acting by and through its Department of Transportation (Caltrans), enter into a general Master Agreement.
Federal and State-funded Street projects are usually administered by the City through Caltrans. The subject agreement is the updated Administering Agency-State Master Agreement covering the general requirements of all Federal and State-funded projects relative to the execution of the project.
The Master Agreement has been revised to incorporate various changes in regulations and policies. No major changes were found that would have any impact on the way Federal and State projects are managed by the city. Program Supplement Agreements are required to address specific projects as to the amount of approved funding and any specific conditions related to the project itself.
The upcoming State-funded project includes Magnolia Street Improvement from Edinger Avenue to Heil Avenue. Any future approved Federal and State-funded projects shall be added to this Master Agreement, as supplements, unless it has expired.
FISCAL IMPACT
None
