RECOMMENDED ACTION
Recommendation
Consider the request to reaffirm Resolution No. 5088 regarding the City Council Code of Ethics and provide direction to adopt a Resolution entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, REAFFIRMING RESOLUTION NO. 5088 REGARDING THE CITY OF WESTMINSTER CODE OF ETHICS AND CONDUCT FOR ELECTED AND APPOINTED OFFICIALS.”

BACKGROUND
This item was requested by Councilwoman Amy Phan West (District 1) and seconded by Council Member NamQuan Nguyen (District 2).
Recent City Council meetings have generated discord and chaos, particularly among the council members during discussions at the dais. There have been instances of council members being cut off from speaking or being muted, aggressive tones being used toward one another, or condescending and disrespectful language being spoken to each other. Councilwoman Phan West and Council Member Nguyen would like to bring professionalism, respect, and order back to City Council meetings; and encourage a courteous working environment that does not condone harassment and intimidation.
To encourage unity, peace, and respect, and to move the city forward, Councilwoman Phan West and Council Member Nguyen are requesting that the City Council adopt a resolution (Attachment 1) to reaffirm Resolution No. 5088 (Attachment 2), which is the existing Code of Ethics and Conduct for Elected and Appointed Officials. They are also requesting that all council members sign a new acknowledgement form to confirm their understanding and adherence to the Code of Ethics and Conduct.
FISCAL IMPACT
None.
