RECOMMENDED ACTION
Recommendation
A. Consider the request to change the order and format of Oral Communications; and
B. Provide direction regarding adoption of a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, RESCINDING RESOLUTION NO. 5217 TO REESTABLISH THE ORDER OF BUSINESS TO BE FOLLOWED IN REGULAR MEETINGS OF THE CITY COUNCIL.”
end
BACKGROUND
This item is requested by Council Member NamQuan Nguyen (District 4) and seconded by Councilwoman Amy Phan West (District 1).
Currently, public comments are heard during the Oral Communications portion at the beginning of the meeting for items on the agenda, and at the end of the meeting for items that are not on the agenda.
Based on feedback provided by members of the community, especially by those actively participating in council meetings, Council Member Nguyen and Councilwoman Phan West are requesting that Oral Communications for non-agenda items be moved to the beginning of the meeting, following Oral Communications for agenda items. Council Member Nguyen and Councilwoman Phan West have expressed the importance of active participation and allowing all members of the community an opportunity to address the City Council; by moving Oral Communications for non-agenda items to the beginning of the meeting, this allows speakers the ability to speak during a reasonable time of the meeting.
Changes to the order of items on the City Council agenda require adoption of a Resolution. The proposed resolution reflects the change of the Oral Communications portion to take all Oral Communications at the beginning of the meeting, for both items on the agenda and not on the agenda.
FISCAL IMPACT
