The work consists of:
• Construction of PCC curb, gutter, sidewalk, spandrel, cross gutter, driveway approach, and wheelchair ramps with detectable warning surface (truncated dome); and
• Removal and replacement of deteriorated pavement area, cold plan existing pavement and crack fill entire street width, placing asphalt rubberized hot mix (ARHM) surface course; and
• Adjusting storm drain manholes, sewer manholes, and water/hydrant valve covers to finished grade; and
• Installing traffic signal loops, traffic control, signs, posts, striping, pavement markings, and curb markings.
The City of Fountain Valley shares jurisdiction over a portion of Magnolia Street within the project area. A Cooperative Agreement (#2023-09) between both cites for this project was approved by the City of Fountain Valley and the City of Westminster on February 28, 2023 and March 22, 2023, respectively, in the amount of $152,867. However, the Federal funds were on hold for a period of time and the authorization to proceed with construction was received from Caltrans earlier this year. Due to the delay and high inflation rate, the bid results came in approximately 25% higher than the original estimate of the entire project cost. Also, the City of Fountain Valley requested additional improvements added to their portion.
The new total share cost for the City of Fountain Valley, including a 10% contingency, is $330,008. Therefore, the City of Fountain Valley will need to obtain approval for the additional funding from their City Council on September 3, 2024. After the approval by the City of Fountain Valley, staff will return to the Mayor and City Council with an amendment to the existing Cooperative Agreement between the two agencies for this additional amount. The City of Fountain Valley will pay its fair share to the City of Westminster after the completion of the project construction

Funding for the contract with All American Asphalt, including the 10% contingency, in the amount of $1,426,538.30, is available in the following CIP accounts with the proposed budget adjustments:

3. Account Number 55037-372301 “Magnolia Street - City Limits to Edinger (I-405),” in the amount of $623,888.
4. Account Number 55036-361600 “Citywide Street Improvement (GT)”, in the amount of $103,967.30.
