RECOMMENDED ACTION
Recommendation
The Traffic Commission recommends that the Mayor and City Council adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, PROVIDING FOR NO PARKING OR STOPPING AT A CERTAIN LOCATION ON THE EAST SIDE OF MONROE STREET AT 19TH STREET.”

BACKGROUND
Staff presented this item at the Traffic Commission meeting on June 27, 2024. Staff received a request from the City of Westminster Corporation Yard, with the support of the Westminster Police Department, to install parking restrictions on both the north and south sides of Liberty Park’s access driveway on Monroe Street. Regularly parked vehicles along Monroe Street make it difficult for City vehicles to access the park for routine maintenance services and for the Police department to conduct safety enforcement.
Staff’s recommendation was to approve the installation of parking restrictions for a distance of 5 feet on the north and south sides of the access driveway at Liberty Park on Monroe Street
No one spoke on the subject of parking restrictions.
In response to the Commission’s questions, staff clarified that the access driveway is only used by maintenance and police staff. When vehicles park too close to the driveway, vehicles have a difficult time maneuvering in and out of the driveway.
Commissioner K. Nguyen moved to approve staff’s recommendation for the installation of parking restrictions on the east side of Monroe Street, for a distance of 5 feet on the north and south sides of the access driveway at Liberty Park; seconded by Vice Chairman Summers.
The motion was carried by a 3-0 vote with Commissioners Ngo and A. Nguyen being absent.
FISCAL IMPACT
None.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The installation of the subject parking restrictions on the east side of Monroe Street on the north and south sides of the access driveway at Liberty Park would enhance accessibility and safety for the maintenance and enforcement activities at the park. The proposed parking restrictions are not in front of any residential homes and do not impact parking in the community.
