BACKGROUND

District 62 Challenger Division Little League is a non-profit community organization that offers an adaptive baseball program for boys and girls with physical and developmental challenges.  Their boundaries include the cities of Costa Mesa, Fountain Valley, Huntington Beach, Midway City and Westminster.  The organization’s goal is to create a fun environment for kids to experience baseball and to help them develop social skills.

The organization has requested to use the snack bar facility located at Westminster Park to provide food service to patrons during their games.  Staff has worked with District 62 Challenger Division Little League as well as the City Attorney’s office to create the proposed Snack Bar Concession Agreement.

Upon approval, the agreement will commence on the effective date and shall extend for one year.  At the end of the term period, the organization and the City may mutually agree, in writing, to renew the agreement for up to three additional term periods of one year each.  The organization has successfully completed multiple term periods with the City since 2016.

The organization’s use of the snack bar facility will be non-exclusive and will be limited to Saturdays from February through July of each year during the term of the agreement.  Nothing will prohibit the City from authorizing other persons and organizations from using the snack bar facilities during the course of the season, or at any time.

FISCAL IMPACT

None.

LEGAL REVIEW

CONCLUSION

The Mayor and City Council should approve the agreement between the City of Westminster and District 62 Challenger Division Little League for use of the snack bar located at Westminster Park, 14402 Magnolia St., and authorize the City Manager to execute the agreement. This will allow the organization to continue providing food services during their baseball season, enhancing the overall game-day experience for participants and their families. The organization has successfully operated the snack bar since 2016 and has demonstrated their ability to manage the facility effectively.
