Through the Parks and Recreation Facilities Master Plan process, it was identified that the average life of playground equipment is approximately fifteen years. Bolsa Chica, Westminster Village, Bowling Green, College, and Russell C. Paris parks playground equipment have over 15 years of usage and have exceeded their life cycles.
On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 (ARPA) into law to address the economic and health impacts due to the COVID-19 pandemic. The legislation allocated $130.2 billion to be evenly divided among the counties based on population ($65.1 billion) and cities using the modified Community Development Block Grant formula ($65.1 billion). As a result, the City of Westminster received an allocation of $23.7 million. A portion of this allocation will be used to fund the playground renovations for Bolsa Chica, Westminster Village, Bowling Green, College, and Russell C. Paris parks.
The Public Works and the Community Services and Recreation Department held community outreach meetings for each park in March and May of 2024, both on-site and virtually via ZOOM, to gather public feedback on the proposed playgrounds renovations in the following order:
