BACKGROUND

Annually, the City receives federal HOME Investment Partnership Program (HOME) and Community Development Block Grant (CDBG) funds. As a recipient of these funds, the City is required to annually submit the Consolidated Annual Performance and Evaluation Report (CAPER) to the United States Department of Housing and Urban Development (HUD) within 90 days of the end of City’s fiscal year.

The purpose of the CAPER is to:

A.                     Provide HUD with the information necessary to meet its statutory requirement to assess each grantee's (the City’s) ability to perform relevant Office of Community Planning and Development programs in compliance with all applicable rules and regulations; and

B.                     Provide information necessary for HUD's Annual Report to Congress, which is also statutorily mandated; and

C.                     Provide the City an opportunity to describe its successes in revitalizing deteriorated neighborhoods and meeting the objectives stipulated in its Consolidated Plan for FY 2020/2021 - 2024/2025.

In conformance with the requirements of HUD, the CAPER (Attachment 1) describes the use of funds to further meet the needs of low- and moderate-income persons and households as prioritized in the Consolidated Plan and identified in the Fiscal Year 2023/2024 Annual Action Plan (AAP). The City had $2,397,858 million in CDBG and $2,475,202 million in HOME funding which the City Council allocated to projects and programs in April 2023 as part of the Annual Action Plan process.

The accomplishments identified in the CAPER reflect the activities undertaken within Westminster from July 1, 2023, through June 30, 2024, in support of the Consolidated Plan and AAP. The reporting reflected in the CAPER also describes progress made toward attaining the five-year goals as established in the Consolidated Plan. A few highlights are as follows:

•                     Provided fair housing services to 115 residents in partnership with the non-profit organization, Fair Housing Foundation

•                     Provided family/general public services to 319 low- and moderate-income persons offered by the Westminster Family Resource Center, Summer Youth Program, and Project S.H.U.E.

•                     Provided special needs services to 410 elderly persons offered by the Senior Center Outreach and Meals on Wheels Program

•                     Assisted 48 housing units by identifying substandard conditions in multi-family rental housing and single-family homes through the City’s Neighborhood Pride Code Enforcement Program

•                     City’s Public Works Department reconstructed 10 residential streets in low- and moderate-income neighborhoods and completed two playground improvement projects at Sigler Park and Liberty Park

On August 22, 2024, the draft CAPER was made available on the City's website and at City Hall's public counter in conformance with the HUD requirement of a public review period of a minimum of 15 days.
