BACKGROUND

On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 (ARPA) into law to address the economic and health impacts due to the COVID-19 pandemic. The legislation allocated $130.2 billion to be evenly divided among the counties based on population ($65.1 billion) and cities using the modified Community Development Block Grant formula ($65.1 billion). As a result, the City of Westminster received an allocation of $23.7 million. A portion of this allocation will be used to fund the City’s first-ever soccer fields to be located at Sigler Park.

On May 23 and 28, 2024, the Public Works and Community Services and Recreation Department staff conducted both on-site and virtual community outreach meetings to present the conceptual designs and received overwhelmingly positive feedback from the local stakeholders.

The scope of work involves:

•                     Demolition of an existing baseball infield and equipment, bleachers, sport lighting systems, trees and roots, irrigation valves and wires,

•                     Installation of new turf grass, concrete sidewalk, electrical system for new sport and safety lights, 6-foot and 10-foot chain link fence with gates, bleachers, and irrigation system.

Per Westminster Municipal Code 3.44.120, the City Council shall adopt plans and specifications for all public projects requiring the formal bid procedure, pursuant to Public Contract Code Section 22039.

City staff has completed the plans and specifications, and the Public Works Director has approved the plans and specifications for bidding. The Engineer’s estimate is $1.9M.

Advertising for competitive bidding and the bidding process will be done in accordance with the Public Contract Act and Uniform Cost Account Act. In accordance with the Procurement Policy, staff will return to the Mayor and City Council to recommend award of the contract.

The bid opening is planned for October 2024 with the anticipated award date of November 13, 2024. Construction will subsequently commence in March 2025, due to the long lead time of items such as the sport lighting poles.

FISCAL IMPACT

Funding for this project is allocated in the CIP Account No. 21500-212422.
