BACKGROUND
At the special meeting of October 14, 2024, the City Council directed staff to prepare a resolution to denounce fake news related to mobile home parks, evictions, and the “Mixed Use Analysis Related to Strategic Plan Goals and Objectives” that was presented on September 11, 2024. The motion to direct staff to prepare the resolution carried 3-2, with Councilwoman Amy Phan West (District 1) and Council Member NamQuan Nguyen (District 4) voting no.
At the September 11, 2024 City Council meeting, the following item was presented:
“Mixed Use Analysis Related to the Following Strategic Plan Goals and Objectives:
Strategic Plan Goal #1 - Achieve Financial Stability.
Strategic Plan Objective: Begin development of an economic development
strategy and report to the City Council; and
Strategic Plan Goal #2 - Develop and Implement Specific Plans for Little Saigon, the Downtown District, and the West Side.
Strategic Plan Objective: Deliver a scope of work for the recommended District 2 Mixed-Use Downtown Specific Plan that includes an economic impact assessment and other strategies for already identified goals of the General Plan.”
A motion was made by Council Member Carlos Manzo (District 2) and seconded by Vice Mayor Kimberly Ho (District 3) to:
Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, TO DIRECT STAFF TO IMPLEMENT RECOMMENDATIONS MADE IN THE FEASIBILITY STUDY PREPARED BY CONSULTANT TEAM LED BY ECONOMIC & PLANNING SYSTEMS FOR UPZONING THE MIXED-USE ZONE FOR RESIDENTIAL DEVELOPMENT, EXPANDING THE AREA OF THE MIXED-USE DISTRICT AND INCENTIVIZING STRATEGIES FOR LOT ASSIMILATION AND FINDING THAT THIS DIRECTION TO IMPLEMENT THE FEASIBILITY STUDY IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.”
The motion carried 3-1-1 with Mayor Nguyen, Vice Mayor Ho, and Council Member Manzo voting yes; Councilwoman Amy Phan West (District 1) voting no; and Council Member NamQuan Nguyen (District 4) absent.
At the City Council meeting of October 9, 2024, members of the community raised concerns during Oral Communications (Non-Agenda) related to a flyer that was allegedly distributed throughout mobile home parks in the city, identified as a fake “Eviction Notice” with additional false information. Acknowledging the lack of sufficient opportunity to discuss and clarify the necessary facts on October 9, Mayor Chi Charlie Nguyen called a special meeting on October 14, 2024 to provide an opportunity to discuss the truth of what was discussed and decided on September 11, 2024; and to dispel any inaccurate statements that have been made in the community, which have unnecessarily led to confusion and concern.
As a result of action taken by the City Council on October 14, 2024, staff was directed to prepare a resolution (Attachment 1) denouncing the false information and news generated in the unofficial flyer.
