BACKGROUND

During the October 28, 2024, Regular City Council meeting, a motion was made to introduce the first reading of the Ordinance, included amendments proposed by the City Council, to establish the rules of decorum and civility from the Mayor and City Council during City Council meetings. The amendments that were added at the first reading are as follows:

(a)                     Not leave the dais for long periods of time.

(b)                     Not intentionally miss entire discussions and votes.

(c)                     Not to go out into the audience in a manner that disrupts the meeting. If a Council Member goes out into the audience during a meeting in a manner that is disruptive to the meeting, the Council Member will be deemed to be acting as a member of the public, and not as a member of the council. Therefore, rules applicable to members of the public will apply.

(d)                     Not intentionally refuse to attend Closed Session meetings.

(e)                     Shall not disrupt meetings with recording devices on the dais.

Such amendments are shown in red in Attachment 1.

The motion carried, 3-2, by the following roll call vote: AYES: C. Nguyen, K. Ho, C. Manzo; NOES: A. Phan West, N. Nguyen; ABSENT: None; ABSTAIN: None.

Per Government Code Sections 36931-36947, the Ordinance is being presented for second reading and adoption. If the City Council adopts Ordinance No. 2615, the City Clerk will certify its passage. The ordinance will become effective 30 days following its certification.

FISCAL IMPACT

The fiscal impact of the recommended actions is minimal, and funds have been budgeted in Fiscal Year 2024-2025 in Account No. 100-12000-44070 (Advertising) and 100-12000-43090 (Contracts - Quality Code) to cover costs for publication and the Westminster Municipal Code amendment(s).
