BACKGROUND

The subject ARPA-funded project was selected through various study sessions and ultimately approved by the Mayor and City Council in 2024. The adoption of the plans and specifications and authorization to solicit construction bids for the subject project was approved by the Mayor and City Council on September 11, 2024. Subsequently, the Engineering Division solicited bids and the only one bid was received and opened on Thursday, October 17, 2024:

1.                     Zeco, Inc.                                                                                                                                 $2,144,579.00

The scope of work involves:

•                     Demolition of an existing baseball infield and equipment, bleachers, sport lighting systems, trees and roots, irrigation valves and wires.

•                     Installation of new turf grass, concrete sidewalk, electrical system, new sport and safety lights, 6-foot and 10-foot chain link fence with gates, bleachers, and irrigation system.

Staff checked the references listed in the bid proposal for Zeco, Inc. and the responses were favorable.

FISCAL IMPACT

Funding for the contract with Zeco, Inc., including the 10% contingency, in the amount of $2,359,036.90 is available in the following accounts with the proposed budget adjustments:

•                     A budget adjustment from Municipal Lighting to a newly created CIP Project, Account Number 59502-592501, “Soccer Field Lighting” in the amount of $492,708.14.

•                     21500-212422 “Soccer Field Conversion Sigler Park” in the amount of $1,289,716.76.

•                     76502-762502 “Soccer Field Conversion Sigler Park” in the amount of $576,612.

LEGAL REVIEW

The City Attorney’s Office has reviewed as to form.

CONCLUSION

The proposed project will create two new soccer fields, the first in the City, and satisfy the need that was identified in the 2016 Parks and Recreation Facilities Master Plan. The savings from already awarded ARPA projects will be used to offset the cost of the soccer field conversion project.
