The proposals received from two bidders were a lot higher than the engineer’s estimate. As such, staff is recommending to reject all bids.

The scope of work involves the removal and replacement of the heating, ventilating, air conditioning (HVAC), ductwork, roof, electrical component, and skylights with new ceiling.

FISCAL IMPACT

None.

LEGAL REVIEW

The City Attorney’s Office has reviewed as to form.

CONCLUSION

Rejecting all bids of the subject project will enable staff to optimize the scope of work through value engineering. Subsequently, staff will return with the approval of the revised PS&E at a future date to ensure that the revised scope of work is more aligned with the budget.
