RECOMMENDED ACTION
Recommendation
Adopt a Resolution entitled “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, TO APPLY AS LEAD AGENCY FOR GRANT FUNDS FOR THE WESTMINSTER FAMILY RESOURCE CENTER AND DESIGNATING THE CITY MANAGER TO ACT AS AUTHORIZED REPRESENTATIVE.”
BACKGROUND
The County of Orange, Social Services Agency (SSA), Families and Communities Together (FaCT) is currently requesting grant proposals to award Family Resource Centers (FRCs) with funding to provide services for families residing in Orange County. For the past 23 years the City of Westminster has received this funding to provide the residents of Westminster needed services at the Family Resource Center. As a requirement of the Request for Proposals (RFP) from the Social Services Agency, a resolution is required for the City to apply for grant funds.
Since 2001 the Family Resource Center (FRC) has served thousands of families with an array of services including individual, group, and family counseling, case management, assistance for individuals in domestic violence situations, emergency assistance, after school youth enrichment programs and recreation scholarships. The FRC has become the focal point in Westminster for the dissemination of information and referral service, as well as serving as the bridge between resources and our residents. The center provides guidance and instils hope for families in crisis.
Grant proposals must be signed by an authorized representative of the City of Westminster and must include a copy of the Resolution authorizing a representative of the city to sign the proposal and/or subsequent agreement. Any grant proposal without an original, authorized signature will be rejected.
A similar item was presented and approved at the August 28, 2024 City Council meeting. Staff submitted a proposal on behalf of the City of Westminster and partner agencies on September 12, 2024. However, the County of Orange unexpectedly cancelled that Request for Proposals on November 20, 2024, without explanation. The current request is replacing the previously issued RFP, and the entire process must be reinitiated.
FISCAL IMPACT
There is no fiscal impact related to the action of designating the City Manager to act as authorized representative.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
To apply for grant funds for the Family Resource Center, proposals must be signed by an authorized representative of the City of Westminster and must include a copy of a Resolution authorizing a representative of the city to sign the proposal and/or subsequent agreement.
