end

BACKGROUND

Ad hoc committees are limited-term advisory committees established to undertake a specific task in a limited amount of time.

The following ad hoc committees comprising of two council members on each committee were established by the City Council for the following purposes:

•                     Homeless Task Force

o                     Members: Councilwoman Amy Phan West (District 1), Council Member NamQuan Nguyen (District 4)

o                     Established: February 8, 2023

o                     Purpose: To discuss homeless-related matters.

•                     Council Interaction Policy

o                     Members: Vice Mayor Carlos Manzo (District 2), Council Member NamQuan Nguyen (District 4)

o                     Established: July 12, 2023

o                     Purpose: To further review proposed Ordinance No. 2603 related to the repeal of the Public Officials and Employee Interaction Policy on the July 12, 2023 agenda.

It is best practice to periodically evaluate all existing ad hoc committees and determine whether the goals of each committee have been reached, if there is still a desire to continue an ad hoc committee, or if the task or purpose requires an ad hoc committee.

FISCAL IMPACT

There is no fiscal impact related to this report. Members of the ad hoc committees do not receive additional compensation, and staff participation is generally limited to regular work hours.

LEGAL REVIEW

The City Attorney’s Office has reviewed as to form.

CONCLUSION

The City Council is requested to evaluate the ad hoc committees to determine if any shall be dissolved, maintained, or changed.
