BACKGROUND
The maintenance/service agreement between General Pump Company, Inc. and the City of Westminster was approved on June 10, 2020. This is a five-year renewable agreement with an initial one-year and four renewable years in the yearly amount of $195,005. This agreement provides for emergency and periodic water well and well equipment maintenance and repair for the City’s nine well sites. The agreement with General Pump Company, Inc. was recently renewed for the final year of the four renewable years.
On October 23, 2024, the Mayor and City Council approved Amendment No. 1. in the amount of $200,000 due to an increase in necessary well maintenance and repair within the City of Westminster. An unknown well, discovered behind the businesses at 15151 Beach Boulevard, needed to be properly abandoned to protect the Orange County Water Basin. Also, Well R-2, located on Hefley Street and approximately 60 years old, was taken offline and required major repair work to continue. Since then, Well 125, located at Bolsa Chica Park and approximately 20 years old, was also taken offline and requires major repair for the well pump and its related pipe system. Due to these unforeseen items, an increase to the current agreement in the amount of $500,000 is needed to continue the maintenance and repairs for the remainder of this Fiscal Year. Amendment No. 2 would bring the total agreement to $895,005 for Fiscal Year 2024/25.
FISCAL IMPACT
Funding for Amendment No. 2 and the original maintenance/service agreement, for a total amount of $895,005, with General Pump Company, Inc. is available in the Capital Improvements Project Budget, Account No. 55502-551300, "Water Well Maintenance and Repair''.

The approval of Amendment No. 2 to the existing Maintenance/Service Agreement (2020-44) with General Pump Company, Inc. will allow the continued maintenance and repair of the City's nine well sites, the proper abandonment of the unknown water well, and the rehabilitation of Well R-2 and Well 125.
