BACKGROUND
After each General Municipal Election, the City Council makes appointments among themselves to serve as a representative of the City on outside government agency boards. These boards make decisions and discuss issues that have a direct impact on the City.
Meeting dates and times, compensation (if applicable), current appointees, and agency contact information are included as Attachment 1. Terms are for two (2) years.
The following is a list of government agency appointments that the Mayor and City Council may appoint or reappoint to the following:
• Orange County Council of Governments
(One Delegate and One Alternate)
• Orange County Public Library Advisory Board (OCPL)
(One Delegate and One Alternate)
• Orange County Mosquito and Vector Control Board (OCMVCD)
(One Trustee)
• Public Cable Television Authority (PCTA)
(Two Directors)
• Santa Ana River Flood Control Protection Agency (SARFPA)
(One Delegate and One Alternate)
• Southern California Association of Governments (SCAG)
(One Delegate and One Alternate)
• Water Advisory Committee of Orange County
(One Delegate)
• West Orange County Water Board (WOCWB)
(One Delegate, First Alternate and Second Alternate)
The Mayor and City Council may also make an appointment to the following:
• Orange County Fire Authority Board of Directors (OCFA)*
(One Board Member)
*This appointment must be made by adopting a Resolution (Attachment 3).
In past practice, the Mayor and City Council have discussed the appointments during the meeting and have made their selections in summary as one motion. The action to appoint to the agencies may be acted upon in whole or in part at the preference of the Mayor and City Council, with the exception of the OCFA Board appointment, which must be made as a separate motion.
Upon completion of the appointment process, the City Clerk’s Office will update and post on the City’s website the Fair Political Practices Commission’s (FPPC) required Form 806: Agency Report of Public Official Appointments (Attachment 4), which lists all paid appointed positions to which an official will vote to appoint themselves.
Pursuant to Resolution No. 5279, Councilwoman Amy Phan West is ineligible to serve as a City Council delegate or representative for any agency or committee for the remainder of her elected term.
FISCAL IMPACT
There is no fiscal impact.
