BACKGROUND
Through the Parks and Recreation Facilities Master Plan process, it was identified that the average life of playground equipment is approximately 15 years. Elden F. Gillespie Park’s playground equipment has over 15 years of usage and has exceeded its life cycle.
The Community Services and Recreation Department conducted Community Workshops to gather input for the new playground equipment. Park user groups and stakeholders were notified about the workshops which were conducted at both Elden F. Gillespie Park and via Zoom meeting on October 24, 2024. During the meetings, the participants were presented with design proposals and were given the opportunity to provide input and select their favorite design. The subject playground equipment selection addresses the workshop participants’ concerns for equipment variety and creating an exciting play experience for different age groups. The theme of the playground equipment is “Space,” taking inspiration from various elements of the solar system.
The proposed playground equipment has a long lead time with an estimated delivery date of 24 weeks. This purchase will be made through Sourcewell Contract ID #010521-LSI. As a member of Sourcewell, the City of Westminster is allowed to piggyback on any of its competitively solicited cooperative procurement contracts. Sourcewell streamlines the procurement process for government agencies with hundreds of ready-to-use competitively solicited cooperate contracts.
The installation of such playground equipment will be done through a separate public bid contract. Staff intends to advertise the playground equipment installation project in April 2025 and bring to the Mayor and City Council for project award in May 2025. Construction will subsequently commence in July 2025.
FISCAL IMPACT
Funding for the Elden F. Gillespie Park playground equipment, in the amount of $202,001.24, is available in Account Number, 16510-162401, “Playground Replacement Elden Gillespie Park.”
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Staff recommends the Mayor and City Council approve the purchase of playground equipment from Landscape Structures, Inc., in the amount of $202,001.24, for Elden F. Gillespie Park. Purchasing the equipment through Sourcewell provides the City with a discount, resulting in cost savings, and addresses the issue of the long lead time for receiving equipment and delaying the start of construction.
