RECOMMENDED ACTION

end
BACKGROUND
The City’s Water Superintendent recently retired. Prior to filling the vacant position, the City would like to evaluate the Water Division’s operations and procedures, staffing allocations, and Capital Improvement Program (CIP) projects.
Richard Olson has over 30 years of experience in serving multiple agencies in Orange County and Los Angeles County. He has held various management positions which involved extensive budget and contract development and administration, staff development, process improvements, program development, regulatory compliance, and safety program administration. He has significant experience with residential and commercial development projects such as Bella Terra and Pacific City (Huntington Beach) and the Laguna Wood Mall (Laguna Wood).
Mr. Olson possesses a Water Distribution Operator Grade 5 and Water Treatment Operator Grade 3 certifications from the State Water Resources Control Board. He will assist the Water Division in evaluating the division’s operations and procedures, staffing allocations, and execution of Water CIP projects such as waterline improvements, installation of a new water well, re-drilling of a water well, and the rehabilitation of the water reservoir. Since Mr. Olson is a CalPERS retired annuitant, the City must adopt a resolution approving his appointment.
FISCAL IMPACT
In accordance with California Employee Retirement Law and Retired annuitant requirements, the salary must be in the regular salary range for the position. Step “F” of the Water Superintendent classification ($64.10/hour) will be used as the rate of compensation for this agreement. The maximum expenditure for the retired annuitant Water Management Consultant will be $61,536 per year and will be absorbed by the salary savings in the Utility Administration program 55500 with no request for budget adjustment.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
If the City Council adopts the proposed Resolution, Mr. Richard Olson can provide the evaluation of the Water Division’s operations and procedures, staffing allocations, and execution of CIP projects.
