BACKGROUND

The Hazard Mitigation Grant Program (HMGP), administered by Cal OES and funded by the Federal Emergency Management Agency (FEMA), provides financial assistance to local jurisdictions to implement long-term hazard mitigation measures following a disaster declaration, including developing and updating federally required Local Hazard Mitigation Plans (LHMP) .

The City of Westminster is required to maintain a current FEMA-approved LHMP to remain eligible for future LHGP disaster recovery funding. The LHMP must be updated and approved every five years in accordance with the Disaster Mitigation Act of 2000.

In support of an update to Westminster’s LHMP, Cal OES has awarded the City of Westminster an HMGP grant in the amount of $164,981.25. Included in this award is an additional $10,920.00 reimbursable allocation for management administrative costs. The award requires a 25% local match ($54,993.75). The match will be met through in-kind staff time.

To ensure the project is completed within the grant timeline and in compliance with recently updated FEMA guidance, the city will hire a vendor with subject matter expertise. The project will include stakeholder engagement, risk and vulnerability assessments, strategy development, and coordination with FEMA and Cal OES for final plan approval.

Updating the LHMP will allow the City of Westminster to:

•                     Identify and prioritize risks from natural hazards such as wildfire, earthquake, flood, and extreme weather;

•                     Coordinate mitigation strategies across departments and with regional partners;

•                     Maintain eligibility for future FEMA mitigation and disaster recovery grants.

The planning process is expected to begin in July 2025 and conclude with FEMA approval by January 31, 2028.
