BACKGROUND

At the April 8, 2020 meeting, the Mayor and City Council authorized the execution of Cooperative Agreement No. C-0-2037 by and between Orange County Transportation Authority (Lead Agency), and the Cities of Westminster, Fountain Valley, Santa Ana, and Huntington Beach for the Edinger Avenue Corridor Traffic Signal Synchronization Program (Project P).

The Edinger Avenue Corridor Traffic Signal Synchronization Project consists of traffic coordination improvements along the entire length of Edinger Avenue, from Bolsa Chica Road in the City of Huntington Beach to Auto Mall Drive in the City of Santa Ana. The goal of the project is to optimize traffic signal timings based on existing traffic patterns with the intent to:

•                     Reduce stops and delays.

•                     Reduce travel times.

•                     Lower fuel consumption.

•                     Increase average speeds.

•                     Improve air quality and reduce greenhouse gases.

The project is expected to bring over $6.2 million of improvements to the Edinger Avenue Corridor. The City of Westminster’s portion of the project cost is $350,000. The partner cities have committed $247,500 in matching funds to the project. Westminster’s portion of matching funds is $14,000. In Westminster, the project includes hardware and software upgrades to traffic signal equipment and central control system (located in the City’s Traffic Management Center), CCTV camera replacements, fiber optic communication equipment upgrades, and traffic signal controller replacements.

The construction and improvements are completed within the City of Westminster but not complete in other partner cities along the Edinger Avenue Corridor. The Cooperative Agreement No. C-0-2037 is set to expire June 30, 2025. The subject Amendment No. 1 extends the term of the agreement for an additional twelve (12) months to allow for completion of the project, contract acceptance, and closeout of the project.
