BACKGROUND
On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 (ARPA) into law to address the economic and health impacts due to the COVID-19 pandemic. The legislation allocated $130.2 billion to be evenly divided among the counties based on population ($65.1 billion) and cities using the modified Community Development Block Grant formula ($65.1 billion). As a result, the allocation for the City of Westminster was $23.7 million.
Through several study sessions conducted in 2022, the subject project was approved by the Mayor and City Council to provide a cleaner and healthier environment within the City Hall, Council Chambers, Community Services, and Senior Center buildings.
The Mayor and City Council approved the award of an Engineering Design Services Contract in the amount of $137,000 to Pickard Architects for the HVAC and Roof Replacement Project on January 24, 2024.
The project went out to bid in October 2024. Bids were opened on November 21, 2024. Two bids were received and both were significantly higher than the engineer’s estimate of $2.9M. As such, the Mayor and City Council approved the rejection of all bids on December 9, 2024.
As part of value engineering efforts, Pickard Architects will redesign the project to eliminate all costly roof replacement work and focus solely on the proposed HVAC and ductwork improvements. The subject amendment will cover both the redesign and construction support services.
FISCAL IMPACT
Funding for Amendment No. 1 of the Engineering Design Services Contract with Pickard Architects for value engineering, in the amount of $36,600, is available in Account No. 21500-212309 “Clean and Safe Environment Improvements for City Facilities.”
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The subject contract will allow Pickard Architects to redesign the HVAC and ductwork improvements at the City Hall, Council Chambers, Community Services, and Senior Center buildings. Such improvements are much needed to provide a cleaner and healthier environment for both members of the public and city staff.
