RECOMMENDED ACTION
Title
1. Approve the award of an annual renewable unit-priced maintenance service agreement to General Pump Company, Inc. in the yearly amount of $250,000, for a one-year term with four one-year renewal options; and
2. Authorize the City Manager to execute the agreement and future renewals on behalf of the City.
BACKGROUND
Bids were solicited for the subject maintenance agreement and the following bids were received and opened on Monday, May 19, 2025:
1. General Pump Company , Inc. $210,140.00
159 N. Acacia Street
San Dimas, CA 91773
2. Layne Christensen Co. $412,815.11
11001 Etiwanda Avenue
Fontana, CA 91773
This agreement provides for emergency and periodic water well and well equipment maintenance and repair for the City’s nine well sites. Staff reviewed the bid prices of the low bidder against current contract rates and noted that they are competitive compared to the type of work requested.
The bids were formulated based on a not-to-exceed hourly rate of labor and/or equipment needed to do certain tasks and are representative of the minimum labor requirements. Materials are provided at cost plus 22 percent per the proposal. The yearly amount is based on the cost per fiscal year for five years and the price escalation.
The contractor will perform maintenance services for nine water well sites and four booster pumps every six months. The maintenance services include inspecting the mechanical components, the electrical components of the motor, changing the oil of the motor, and assessing if there is any damage to the cables at each well site. A report is then produced regarding their status. This is preventative maintenance to avert damage before larger device failures.
General Pump Company, Inc. is the current contractor for the Well Pump Maintenance and Repair contract, which will expire on June 30, 2025. General Pump Company, Inc. has performed satisfactorily for the City. This unit-priced agreement is for an initial one (1) year term with an annual renewal clause for four (4) additional consecutive years at the discretion of the City Manager.
FISCAL IMPACT
Funding for the contract in the yearly amount of $250,000 with General Pump Company, Inc. is available in the CIP Account Number 55502-551300, “Maintenance/Service Agreement of Wells.”
