RECOMMENDED ACTION

BACKGROUND
The Public Cable Television Authority (PCTA), a joint powers agency representing the Cities of Foundation Valley, Westminster and Stanton, is responsible for monitoring federal and state video service provider customer service standards within the respective communities.
At the PCTA Board Special Meeting held on June 5, 2025, the Board approved the winning bid for Westminster’s Council Chamber audio/visual upgrade project. With the award, the construction has now commenced within Council Chambers, rendering the space temporarily unavailable for public meetings.
Pursuant to the Westminster Municipal Code Section 2.04.020 Meetings - Place, “All meetings of the City Council shall be held in the Council Chambers in the Civic Center of the City of Westminster, unless it is determined by a majority of the City Council that it is in the best interest of the City to hold a meeting elsewhere within the city…”
Due to ongoing construction in the Council Chambers, staff is requesting that the City Council formally determine that regular meetings be temporarily relocated to the Rose Center Theater located at 14140 All American Way, Westminster, CA 92683, until further notice. This relocation of meetings will ensure that public meeting access and city operations are uninterrupted during the construction.
This determination would satisfy the requirements outlined in the Municipal Code and eliminate the need to schedule special meetings, which can restrict the scope of city business under the provisions of the Brown Act.
FISCAL IMPACT

LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
In assessing alternate locations, the Rose Center Theater can best accommodate the needs in conducting a council meeting, including space, occupancy, and audio/visual. The city is limited on facilities, and other locations would not accommodate parking and seating capacity.
