RECOMMENDED ACTION

Recommendation

Consider whether to waive fees and deposits which the city would otherwise charge for the Westminster Tet Parade Foundation’s use of city space for its board meetings for up to forty meetings through June 30, 2027, provided that each meeting does not exceed 4 hours, and provision of the space provided does not conflict with city needs.

BACKGROUND

This item was requested by Mayor Chi Charlie Nguyen.

The incorporation of the Westminster Tet Parade Foundation (“Foundation”) was authorized at the June 11, 2025 City Council meeting to facilitate fundraising efforts to support the annual Westminster Tet Parade. The Foundation was incorporated the next day. To provide the Foundation a consistent meeting location, and to ease its administration, the Foundation is requesting the City Council consider waving one or multiple of the associated facility use fees for its board meetings.

It is currently anticipated that the Foundation’s board would conduct its regular monthly meetings at the Miriam Warne Community Room, 14491 Beach Boulevard. Because that space might not always be available and the Foundation’s board may periodically desire to meet at a different or additional time or place, there may be a desire to allow some flexibility on what the fee waivers would apply to.

Set-up provided by staff is limited to set-up of tables and chairs, and to provide access into the building during reserved hours. There is no Wi-Fi connectivity in the building and is not included.

FISCAL IMPACT

The current fee schedule for the use of the Miriam Warne Community room is as follows:

•                     $50 per hour of use

•                     $50 set up fee per use

•                     $10 application fee (one-time)

•                     $150 deposit (credit card authorization, only billed if damage occurs)
