BACKGROUND
The City of Westminster annually receives federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds. As a recipient of these funds, the City is required to submit the Consolidated Annual Performance and Evaluation Report (CAPER) to HUD within 90 days of the end of the fiscal year.
The purpose of the CAPER is to:
• Provide HUD with information to assess the City’s performance and compliance with program requirements;
• Inform HUD’s Annual Report to Congress; and
• Provide the City with an opportunity to describe progress toward meeting the objectives of the 2020/2021-2024/2025 Consolidated Plan.
For FY 2024/2025, the City received $978,392 in new CDBG funds and $409,547 in new HOME funds. Together with prior-year balances, a total of $1,587,822 in CDBG and $938,590 in HOME were available to address priority community needs.
The CAPER highlights accomplishments achieved between July 1, 2024, and June 30, 2025, including:
• Fair housing services for 89 residents.
• Family/general public services for 273 low and moderate-income people.
• Special needs services for 438 elderly residents.
• Homeless prevention services for 17 people.
• Tenant-based rental assistance for 18 households.
• Street improvements resurfacing eight residential street segments benefiting 7,635 residents.
• Completion of playground improvements at Tony Lam Park and progress on Elden F. Gillespie Park renovations.
The CAPER also tracks progress on the City’s five-year Consolidated Plan goals, such as sustaining and strengthening neighborhoods through code enforcement, preserving and creating affordable housing through the Tenant-Based Rental Assistance Program, supporting agencies that assist special needs populations, providing services to families and youth, improving parks, and upgrading public infrastructure.
The draft CAPER was released for the required 15-day public review period, on the City’s website and City public counters in compliance with HUD requirements. The public review period is September 8, 2025 through September 24, 2025.
