RECOMMENDED ACTION
Recommendation
Consider the Parks and Recreation Commission’s recommendation for the proposed Adopt-a-Park Program.
BACKGROUND
The Adopt-a-Park Program was first initiated by the Community Services and Recreation Commission, now known as the Parks and Recreation Commission, on August 19, 2019. The Commission finalized and approved the program at their meeting on October 12, 2020. However, due to the challenges of the COVID-19 pandemic and the changes in leadership, the item was not brought forward to the City Council for consideration at that time.
Since then, the program has been updated and reviewed by both Public Works and Community Services and Recreation staff. The updated program was presented to the Parks and Recreation Commission on September 9, 2025 and the Commission recommended approval of the program to the Mayor and City Council.
The Adopt-a-Park Program aims to foster community engagement by encouraging local organizations, businesses, and residents to take an active role in maintaining and beautifying Westminster’s parks. Improvement Sponsorships may include graffiti removal, litter pickup, light landscaping, and painting. Donation Sponsorships allow participants to fund park amenities such as benches, picnic tables, drinking fountains, trash receptacles, or memorial trees. Project sponsorships provide funding for larger-scale improvements, such as new playground equipment or the renovation of athletic courts. Through these partnerships, the program seeks to enhance park spaces, build community pride and encourage shared responsibility for the City’s recreational resources.
FISCAL IMPACT
There is no significant fiscal impact at this time. The Adopt-a-Park Program is designed to be primarily funded through contributions from participating groups and sponsors. However, nominal costs may be incurred, depending on the level of community participation and the staff time required to coordinate, oversee, and support program activities. These costs are expected to be absorbed within existing departmental budget account number 75000.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The Adopt-a-Park Program provides an opportunity to strengthen community partnerships, enhance park maintenance, and encourage civic pride. Staff recommends that the Mayor and City Council consider approval of the program.
