RECOMMENDED ACTION
Recommendation
Consider whether to adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, SUPPORTING THE USE OF VOTER IDENTIFICATION.”
end
BACKGROUND
At the September 10, 2025 meeting, the City Council voted 3-2 (Vice Mayor Carlos Manzo and District 3 Council Member Mark Nguyen voted “no”) to approve a motion made by District 1 Councilwoman Amy Phan West, seconded by District 4 Council Member NamQuan Nguyen, to place this item on the agenda for consideration.
District 1 Councilwoman Phan West requested the staff report state the following:
“Election integrity is foundational to the health of American democracy. A majority of voters nationwide, across political affiliations, support the requirement to present government-issued identification in order to vote. Implementing voter ID requirements ensures that every legal vote is counted and helps protect against the potential for fraud, misrepresentation, or error.
Although the authority to regulate election procedures rests primarily with the State of California, cities may adopt resolutions to reflect the values and priorities of their residents. By adopting this resolution, the City of Westminster would join the growing number of municipalities that have formally called on state and federal lawmakers to strengthen voter identification standards.
Adopting this resolution will establish the City of Westminster’s position that voter ID laws enhance election integrity, protect the rights of lawful voters, and strengthen public confidence in the democratic process.”
FISCAL IMPACT
None.
