Consider whether to adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, OPPOSING ANY ACTIONS THAT DISHONOR THE AMERICAN FLAG.”
end
BACKGROUND
At the September 10, 2025 meeting, the City Council voted 3-2 (Vice Mayor Carlos Manzo and District 3 Council Member Mark Nguyen voted “no”) to approve a motion made by District 1 Councilwoman Amy Phan West, seconded by District 4 Council Member NamQuan Nguyen, to place this item on the agenda for consideration.
District 1 Councilwoman Phan West requested the staff report state the following:
“The American flag stands as the cherished symbol of freedom, democracy, and unity for the United States of America. Generations of Americans have fought, sacrificed, and given their lives under the flag to preserve the liberties and freedoms that define our nation.
As the home of many veterans, immigrants, refugees, and patriotic families, the City of Westminster holds a deep appreciation for the American flag as a symbol of refuge, freedom, and the American Dream. Acts that dishonor, desecrate, or otherwise disrespect the flag not only diminish the sacrifices of our nation’s heroes but also undermine the unity and respect owed to our country.
This resolution formally expresses the City’s opposition to any actions in any form that dishonor the American flag. It reaffirms Westminster’s commitment to protecting the dignity of the flag in all public spaces, events, and ceremonies and encourages residents, businesses, and visitors alike to uphold respect consistent with the United States Flag Code.”
FISCAL IMPACT
None.
