BACKGROUND

On April 28, 2025, the City Council held a strategic planning workshop to develop the city’s second three-year strategic plan and identify priorities for the city. The workshop, facilitated by Ryder Todd Smith of Tripepi Smith, provided an opportunity for the City Council to discuss the previous three-year strategic plan goals and objectives; reflect on lessons learned and how to improve the delivery and implementation of new goals; and consider priorities, concerns, and needs to establish the new set of goals and objectives.

The resulting three-year strategic plan is comprised of the five following goals, some of which remained as priority goals from the previous plan:

•                     Achieve financial stability;

•                     Implement and support effective land-use policies that encourage quality development;

•                     Attract, develop, and retain well-qualified staff members;

•                     Improve customer service delivery to the community; and

•                     Enhance quality of life and beautification throughout the city.

To support these goals, the first set of six-month strategic plan objectives were developed for gradual implementation through October 31, 2025 and are reflected in Attachment 1 as part of the new redlined matrix. A follow-up strategic planning workshop was held October 6, 2025 to evaluate the City’s progress in achieving goals through the strategic plan.

By consensus of a majority of the City Council, the workshop resulted in a combination of updated and new objectives for November 1, 2025 through April 30, 2026 (Attachment 2). Councilwoman Amy Phan West, District 1, exited the meeting during the discussion of “Goal #1: Achieve Financial Stability.” Councilwoman Phan West requested during this portion workshop that the record reflect she was not supportive of adding an objective to discuss cannabis. Council Member NamQuan Nguyen, District 4, was not present at the meeting.

FISCAL IMPACT

There are no financial impacts related to adopting the strategic plan. However, costs may incur with the implementation of individual objectives, which will be considered for funding on a case-by-case basis.

CONCLUSION

The six-month strategic objectives matrix for November 1, 2025 through April 30, 2026 provides a pathway for staff and the City Council to continuing working toward the goals of the three-year strategic plan. As determined by a consensus of a majority of the City Council, the City Council is asked to affirm these objectives as part of the strategic plan process.
