BACKGROUND
At the October 15, 2025 Special Meeting, the City Council voted 3-2 (with Vice Mayor Carlos Manzo and District 3 Council Member Mark Nguyen voting ‘no’) to approve a motion made by District 1 Councilwoman Phan West, seconded by District 4 Council Member NamQuan Nguyen, to place this item on the agenda for consideration.
District 1 Councilwoman Phan West requested that the staff report state the following:
“Charlie Kirk, born October 14, 1993, was a nationally recognized conservative leader and author. He founded Turning Point USA, an organization dedicated to educating and empowering young Americans to promote the principles of individual liberty, limited government, and free enterprise.
Through his work, Mr. Kirk inspired a new generation to engage in civic participation, take pride in America’s founding ideals, and defend the freedoms guaranteed by the United States Constitution. His advocacy for open dialogue, personal responsibility, and free speech has encouraged students and citizens across the nation to stand up for their beliefs and engage constructively in public discourse.
Mr. Kirk’s influence has reached communities nationwide, including here in Westminster, where residents share his belief in faith, family, and freedom as the foundations of a strong and vibrant society. Civic engagement, patriotism, and education are cornerstones of our democracy, and approving this resolution would honor Charlie Kirk, an individual who inspired others to uphold these values.”
FISCAL IMPACT
Adoption of this resolution has no fiscal impact on the City.
