Recommendation
Consider adoption of a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, DENOUNCING Communism and DISCOURAGING Supporters, Agitators, and Instigators of the Socialist Republic of Vietnam and Members of the Vietnamese Communist Party from Visiting the City.”

BACKGROUND
This item was requested by Mayor Chi Charlie Nguyen.
The City of Westminster is home to the largest population of Vietnamese people per capita outside of Vietnam. Little Saigon in Westminster is a vibrant cultural community that is reflective of a resilient, thriving population of Vietnamese refugees who fled from an oppressive, communist regime in pursuit of a better life. Those who served in the United States Armed Forces and the Army Republic of Vietnam, along with their loved ones, were also deeply affected by the Vietnam War and the communist regime.
Over the past several decades, resolutions have been adopted and statements have been made by the Westminster City Council against communism, in response to specific incidents or movements, and to support the Westminster community.
In honor of the 50th anniversary of the Fall of Saigon and in support of the Westminster community who are committed to upholding the values of liberty, justice, freedom, and basic human rights, Mayor Nguyen is requesting the City Council consider a Resolution that denounces communism and discourages supporters, agitators, and instigators of the Socialist Republic of Vietnam and members of the Vietnamese Communist Party from visiting Westminster.

CONCLUSION
The Mayor requests the City Council to consider the adoption of the Resolution.
