RECOMMENDED ACTION
Recommendation
Accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.
endBACKGROUND
The subject project was funded by American Rescue Plan Act of 2021 (ARPA) and awarded by the Mayor and City Council on October 23, 2024. The contract has been satisfactorily completed by Western State Builders, Inc. The original bid amount was $1,503,645.48 and the final contract amount was $1,611,018.01. The additional cost was due to the installation of a new drainage device and extra quantities of concrete sidewalk, curb, and landscaping work.
The scope of work consisted of:
• Removing and disposing of the existing concrete flatwork, playground equipment, footing, sand, and rubber playground surface;
• Performing site grading;
• Installing playground equipment, footing, rubber playground surface, concrete sidewalk, and curb; and
• Installing a new drainage device at Bowling Green Park.
The new playground ribbon-cutting ceremonies took place as follows:
• College Park - June 25, 2025
• Russell C. Paris Park - June 26, 2025
• Westminster Village Park - August 14, 2025
• Bowling Green Park - September 10, 2025
• Bolsa Chica Park - December 4, 2025
FISCAL IMPACT
The total construction cost, in the amount of $1,611,018.01, for the contract with Western State Builders, Inc., is budgeted in the ARPA-funded CIP Account No. 21500-212311.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The contract has been satisfactorily completed by Western State Builders, Inc. It is recommended that the Mayor and the City Council accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.
