BACKGROUND
The subject ARPA-funded project was selected by the Mayor and City Council after various study sessions.
On August 28, 2024, the Mayor and City Council approved the plans and specifications for the subject project and authorized staff to advertise the project. On December 9, 2024, the contract was awarded to Zeco, Inc. in the amount of $347,799, with a 10% contingency allowance of $34,779.90 for potential change orders, bringing the total approved project amount to $382,578.90.
The contract has since been satisfactorily completed by Zeco, Inc. The final project cost is $396,896.18, which exceeds the approved contingency allowance of $382,578.90 by $14,317.28. The additional cost is due to the reconfiguration of planter boxes and increased quantities of the decomposed granite and concrete header.
The scope of work consisted of:
• Clearing and grubbing.
• Installation of concrete sidewalk, decomposed granite, concrete driveway, wrought iron fence, and gates.
• Installation of irrigation system, water hose bibb, benches, tables, trash receptables, raised planter boxes, plants, and trees.
There are 23 garden plots available for rent: 17 plots measuring 4’×8’ at an annual fee of $100, and 6 plots measuring 4’×4’ at an annual fee of $50. At present, 17 plots have been allocated. The Cherry Street Community Garden is anticipated to open by March 2026 for spring planting.
FISCAL IMPACT
The total construction cost, including the requested increase of $14,317.28 for the contract with Zeco, Inc. in the amount of $396,896.18, is currently budgeted in the ARPA-funded CIP Account No. 21500-212311.
