RECOMMENDED ACTION

Recommendation

Accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.

endBACKGROUND

The subject ARPA-funded project was selected by the Mayor and City Council after various study sessions.

On August 28, 2024, the Mayor and City Council approved the plans and specifications for the subject project and authorized staff to advertise the project. On December 9, 2024, the contract was awarded to Zeco, Inc. in the amount of $567,750, with a 10% contingency allowance of $56,775 for potential change orders, bringing the total approved project amount to $624,525.

The contract has since been completed by Zeco, Inc. The original contract amount was $567,750 and the final project cost is $621,262.01. The additional funding used is within the previously approved contingency amount. The increase is due to extra landscape and irrigation materials and the removal of an unknown concrete foundation at Buckingham Park.

The scope of work for three ballfields at Buckingham Park consisted of:

•                     Demolish and clear existing infield mix materials.

•                     Install new infield mix materials.

•                     Install home plate and bases, pitcher’s rubber, and backstop padding.

•                     Install new sod turf and irrigation system.

•                     Install four new dugout shade structures.

•                     Install new concrete sidewalk.

•                     Install new rock cisterns and French drain.

•                     Furnish and install six sets of new bleachers.

The scope of work for two ballfields at Westminster Park consisted of:

•                     Demolish and clear existing infield mix materials.

•                     Install new infield mix materials.

•                     Install home plate and bases, pitcher’s rubber, and backstop padding.

•                     Install new sod turf and irrigation system.

•                     Install new rock cisterns and French drain.

During the construction phase, community concerns arose regarding the conditions of the existing bleachers, infield backstop, and field conditions at one of the ballfields at Buckingham Park. In response, staff addressed the concerns by purchasing new bleachers to complement the ballfield improvements and repainted the existing backstop to match the newly installed padding. However, Zeco, Inc. could not perform the work to correct the field conditions related to a grade differential in the area between the shallow outfield area and deep infield area because the work was not a part of the contract bid. To remedy the matter, staff engaged the City’s landscape maintenance contractor, Elite Landscape Construction, to import additional soil, perform grading to level the infield, and adjust sprinkler heads at the subject ballfield. This work, in the amount of $14,583.25, was paid out of a Capital Improvement Program project from the Park Dedication Fund.

FISCAL IMPACT

The total construction cost in the amount of $621,262.01, for the contract with Zeco, Inc., is budgeted in the ARPA-funded Account No. 21500-212311.
