RECOMMENDED ACTION
Recommendation
A. Approve the plans and specifications for the referenced Project; and
B. Authorize the City Engineer to approve minor modifications to the plans and specifications to accommodate requested revisions from public safety and utility agencies; and
C. Authorize the Public Works Department to advertise and solicit construction bids for the subject Project.

BACKGROUND
The McFadden Avenue Improvement Project and the Brookhurst Street Improvement Project were approved by the Mayor and City Council as part of the FY 2025/26 Capital Improvement Program (CIP). The improvements for the portion of Bolsa Avenue between Brookhurst Street and Hope Street were delayed due to the utilities undergrounding project on Brookhurst Street and Bolsa Avenue.
The scope of work includes:
• Removal and replacement of non-compliant concrete ramps, curbs, gutters, and sidewalk;
• Installing new bus pads;
• Reconstruction of concrete medians and stamped concrete crosswalks (on Brookhurst Street and Bolsa Avenue only);
• Cold milling and resurfacing existing AC pavement with new rubberized asphalt;
• Adjusting existing sewer and storm drain manholes and water valves; and
• Replacing traffic control signs and re-establishing traffic striping, pavement markings, and all related tasks.
During the design phase, staff determined that combining the projects into a single construction contract would reduce costs, streamline construction, and minimize traffic impacts along these heavily traveled corridors.
The combined work will be constructed in two phases corresponding to the original projects:
• Phase I: McFadden Avenue - Brookhurst Street to Bushard Street.
• Phase II: Brookhurst Street - McFadden Avenue to Bolsa Avenue, and a portion of Bolsa Avenue between Brookhurst Street and Hope Street.
Per Westminster Municipal Code Section 3.44.120, the Mayor and City Council must approve plans and specifications for all public projects that require a formal bid process, in accordance with Public Contract Code Section 22039.
City staff has finalized the plans and specifications, which have been approved by the City Engineer.
Advertising for competitive bidding and the bidding process shall follow the Public Contract Act and the Uniform Cost Account Act. In accordance with the City’s Procurement Policy, staff will present a recommendation to the Mayor and City Council for contract award.
The bid opening is set for May 7, 2026, with the expected award date on May 27, 2026. Construction is planned to start in late June 2026, with completion anticipated in December 2026.
FISCAL IMPACT
Funding for the Project is allocated in the following CIP Accounts:
1. 55036-362600, “McFadden Ave. Improvements Brookhurst to Bushard (HUT)”; and
2. 55036-362601, “Brookhurst St. Improvements Bolsa to McFadden (HUT)”; and
3. 55036-361903, “Bolsa Avenue Improvements-Brookhurst to Ward (GT)”; and
4. 55026-262601, “Brookhurst St. Improvements Bolsa to McFadden (M2).”
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Approving the plans and specifications, along with authorizing the advertisement and solicitation of bids for this project, will support the rehabilitation of the street segments mentioned above.
