BACKGROUND
On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 (ARPA) into law to address the economic and health impacts due to the COVID-19 pandemic. As a result, the City of Westminster received an allocation of $23.7 million.
On August 12, 2026, the Mayor and City Council awarded the contract for the Roof Replacement Project at the City Hall building (Phase 1) to Rainy Day Roofing, Inc., who is currently performing the work, using the WeatherWeld Roofing System. As recommended by the City’s architect, David Pickard, staff proposed to use the same WeatherWeld Roofing System for the Roof Replacement Project at the Senior Center, Community Services, and Council Chambers buildings (Phase 2).
In July 2026, the Public Works Department solicited bids for the Roof Replacement Project (Phase 2). Upon reviewing the bids received, staff determined that more specific project requirements and materials approved by the Mayor and City Council need to be incorporated into the project specifications. Consequently, on August 26, 2026, the Mayor and City Council rejected all bids to allow for these revisions.
To maximize cost savings, staff elected to procure the WeatherWeld Roofing System directly from the manufacturer, Liquiform Technologies, Inc., for a total amount of $212,805.67. Liquiform Technologies, Inc., was awarded California Multiple Award Schedules (CMAS) Contract Number 4-24-12-1013 and US General Services Administration Contract Number 47QSMS24D00BW. CMAS contract streamlines the procurement process by providing government agencies with access to pre-established, State-negotiated contracts for a variety of products, such as the WeatherWeld roofing system.
Per 3.44.080 of the Westminster Municipal Code, the City is authorized to enter into contracts where the services, supplies, and equipment are procured by participation in any purchase under a Federal General Service Administration (GSA) contract, California Multiple Award Schedule Contract (CMAS), leverage purchase agreement, or similar agreement or process utilizing a valid competitive bidding process.
The project was subsequently readvertised for the installation of the city-furnished WeatherWeld Roofing System, and the new bids were opened on September 29, 2026, with the following results:

1. Removal and proper disposal of the existing gravel-surfaced roofing membrane and damaged sheathing; and
2. Installation of the City-furnished WeatherWeld roofing system and cool roof reflective coating. The new system carries a 40-year warranty.
Staff evaluated the bid package from Best Contracting Service, Inc., the lowest and responsible bidder, and checked references. The references were favorable. Best Contracting Services, Inc., is also the sub-contractor for the HVAC Replacement Project (Phase 1) at the City Hall Building.
At the September 30, 2026, Council meeting, the Mayor and City Council approved the reallocation of funds from the savings of completed ARPA-funded projects in the amount of $477,621.53 to the Clean and Safe Environment Improvements for City Facilities, for various projects including the purchase of the approved WeatherWeld Roofing System and the installation for the Roofing Replacement Project (Phase 2).
