Recommendation
Approve the second reading and adoption of Ordinance No. 2618 entitled, “AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, APPROVING A ZONING TEXT AMENDMENT (CASE NO. 2024-0188) AMENDING TITLE 17 OF THE WESTMINSTER MUNICIPAL CODE, CHAPTER 17.330, SIGNS, RELATED TO ELECTRONIC BILLBOARD FREEWAY SIGNS (BILLBOARD ORDINANCE),” read by title only and waive further reading.

BACKGROUND
On March 26, 2025, the City Council voted to introduce and conduct the first reading of the billboard Ordinance, in the form recommended by staff, but amending language regarding the minimum distance between electronic billboards and requiring applicants to provide certain information justifying the height of the proposed electronic billboard. Such changes are noted within the attachment in red. The motion carried, 3-2, by the following roll call vote: AYES: C. Nguyen, Manzo, M. Nguyen; NOES: Phan West, N. Nguyen; ABSENT: None; ABSTAIN: None.
Per Government Code Sections 36931-36947, the Ordinance is being presented for second reading and adoption, as amended during the first reading. If the City Council adopts Ordinance No. 2618, the City Clerk will certify passage of the Ordinance. The Ordinance will become effective 30 days following certification.
FISCAL IMPACT
The cost of adopting the ordinance is minimal. Funds have been budgeted in Fiscal Year 2024-2025 in Account No. 100-12000-44070 (Advertising) and 100-1200-43090 (Contracts-Quality Code) to cover costs for publication and the Westminster Municipal Code amendments.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The City Council has introduced the Ordinance for first reading. If the City Council chooses to move forward, the City Council must adopt the final amended Ordinance by second reading.
