RECOMMENDED ACTION

 

Recommendation

A.                     Authorize the City Manager to execute the quitclaim deed;

 

B.                     Accept the new water easement for the new development at 7474 Garden Grove Boulevard; and

 

C.                     Authorize the City Clerk to record the deed with the County Recorder's Office.

BACKGROUND

 

The developer for the property at 7474 Garden Grove Boulevard submitted a project to construct a new 69,900 square foot building. Since 1968, the site has been used as a manufacturing plant for heat-treating and storage of aluminum aerospace parts by Bodycote Thermal Processing and its predecessor, Alum-a- Therm. This project, which is nearing completion, replaces the outdated facility with a new state-of-the-art industrial building that can accommodate a wide range of uses.

 

The previous public water easement extended across the property and did not allow for the development of the new building. A new water easement was required to reroute the water line to accommodate the new building. A quitclaim of a portion of the water easement, together with an acceptance of a new water easement, was approved by the Mayor and City Council on November 12, 2025. However, during construction, staff discovered that the existing water line falls outside the approved water easement. An updated quitclaim of the existing water easement, together with an acceptance of a new updated water easement, is necessary to reflect the existing conditions. The Water Division has reviewed and approved the updated water easement.

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

Staff recommends that the Mayor and City Council accept the subject document and authorize the City Manager to sign, and record the deed with the County Recorder’s Office.
