RECOMMENDED ACTION
Recommendation
Adopt a Resolution entitled, "A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, UPDATING THE SALARY SCHEDULE FOR PART-TIME EMPLOYEES OF THE CITY OF WESTMINSTER."

BACKGROUND
The California minimum wage will increase to $16.50 effective January 1, 2026. To avoid compaction issues, staff recommends updating the entire part-time salary schedule to reflect the $0.40 increase in minimum wage and keep the 5% step differential. The proposed Resolution (Attachment 1) updates the part-time salary schedule to reflect the changes required by the minimum wage increases, as well as salary adjustments to eliminate salary compaction. Adoption of the attached proposed Resolution will adjust the salary schedule as indicated in Exhibit A of the proposed Resolution.
FISCAL IMPACT
The fiscal impact of the proposed changes outlined in the attached proposed Resolution is approximately $61,400 of which $46,500 will be charged to General Fund part-time wages, Account No. 40020; $3,100 to the Water fund part-time wages, Account No. 40020; $4,600 to the Internal Service Funds part-time wages, Account No. 40020; and $7,200 to the Special Revenue Funds part-time wages, Account No. 40020 for a full year. No adjustment is requested at this time as the increases were anticipated in the approved budget. If a budget adjustment is needed later, it will be brought back to the City Council for approval.

CONCLUSION
Adopting the proposed resolution updates the City of Westminster Salary Schedule for Part-Time employees to be in line with California minimum wage that will increase effective January 1, 2026.
