BACKGROUND
On December 10, 2026, the Mayor and City Council approved the plans and specifications for the subject project and authorized staff to advertise the project. On February 25, 2026, the contract was awarded to R.J. Noble Company in the amount of $773,084.28, including a 10% contingency allowance of $77,308.43 for potential change orders, for a total of $850,392.71.
The scope of work consisted of:
• Upgrading non-compliant concrete curb ramps;
• Reconstructing damaged curbs, gutters, spandrels, cross gutters, driveway approaches, and sidewalks;
• Grinding existing asphalt pavement and overlay with rubberized asphalt pavement;
• Adjusting existing sewer manholes and water valves; and
• Re-establishing pavement markings.
The project improved the pavement of the following seven residential street segments:
1. Universe Avenue from Magnolia Street to the end.
2. Mars Street from Universe Avenue to the end of the cul-de-sac.
3. Mercury Drive from Universe Avenue to Galaxy Drive.
4. Jupiter Circle from Mercury Drive to the end of the cul-de-sac.
5. Milky Way from Galaxy Drive to the end of the cul-de-sac.
6. Neptune Circle from Galaxy Drive to the end of the cul-de-sac.
7. Comet Circle from Galaxy Drive to the end of the cul-de-sac.
During construction, adjustments to the bid quantities for grinding, asphalt pavement, curb, gutter, and manhole adjustments resulted in additional costs totaling $39,075.53. These costs increased the final project cost to $812,159.81, which remains within the previously approved contingency amount.
FISCAL IMPACT
The total construction cost, in the amount of $812,159.81, for the contract with R.J. Noble Company, is budgeted in the following CIP Account numbers:

CONCLUSION
R.J. Noble Company has satisfactorily completed the contract. It is recommended that the Mayor and the City Council accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.
