Recommendation
A. Approve the plans and specifications for the referenced Project;
B. Authorize the City Engineer to approve minor modifications to the plans and specifications to accommodate requested revisions from public safety and utility agencies; and
C. Authorize the Public Works Department to advertise and solicit construction bids for the subject Project.

BACKGROUND
The project, which was approved by the Mayor and City Council as a Capital Improvement Project for Fiscal Year 2025-2026, will rehabilitate eight residential street segments and one cul-de-sac.
The scope of work includes:
• Removal and replacement of non-compliant concrete ramps and damaged curbs, gutters, and sidewalks;
• Cold milling and resurfacing existing AC pavement with new rubberized asphalt;
• Adjusting existing sewer and storm drain manholes and water valves; and
• Replacing traffic control signs and re-establishing traffic striping, pavement markings, and related tasks.
Pursuant to Westminster Municipal Code Section 3.44.120, the Mayor and City Council must approve plans and specifications for all public works projects that require a formal bid process, in accordance with Public Contract Code Section 22039.
City staff has finalized the plans and specifications, which have been approved by the City Engineer.
The proposed project will rehabilitate pavement on the following eight residential street segments:
1. Duncannon Avenue from Bolsa Chica Road to Milan Street
2. Vermont Street from Rockmont Avenue to Wheaton Circle
3. Siena Avenue from Vassar Street to Vermont Street
4. Emerson Avenue from Vassar Street to De Paul Street
5. De Paul Street from Emerson Avenue to Siena Avenue
6. Navajo Road from Edwards Street to Springdale Street
7. Siskiyou Street from Sequoia Drive to Hood Drive
8. Hefley Street from Navajo Road to Milton Avenue
9. End of Pepperdine Circle - Cul-de-sac.
Advertising for competitive bidding and the bidding process shall comply with the Public Contract Act and the Uniform Cost Account Act. In accordance with the City’s Procurement Policy, staff will present a recommendation to the Mayor and City Council for contract award.
The bid opening is set for July 23, 2026, with the expected award date on August 12, 2026. Construction is planned to start in September 2026, with completion anticipated in November 2026.
FISCAL IMPACT
Funding for the Project is allocated in the following CIP Accounts:
1. 20002-002101, “Citywide Residential Street Improvements (Overlay)”
2. 55026-262603, “Citywide Residential Overlay (M2)”
3. 55026-262302, “Citywide Residential Overlay/Seal (M2)”
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The proposed project will rehabilitate eight residential street segments and one cul-de-sac, improving roadway conditions, enhancing pedestrian accessibility, and preserving critical transportation infrastructure. Approval of the plans and specifications and authorization to advertise and solicit construction bids will allow the City to proceed with the competitive bidding process.
